The National Oil Products Distribution Company has recently announced that a new phase of the emergency card usage restriction plan has begun in 11 provinces of the country. These provinces include Hormozgan, East Azerbaijan, West Azerbaijan, Razavi Khorasan, North Khorasan, South Khorasan, Ardabil, Yazd, Kurdistan, Kerman, and Sistan and Baluchestan.
New Gasoline Quota and Prices
Alongside these restrictions, 50 liters of gasoline at the third rate will be allocated to each vehicle. The price for each liter of this quota has been set at 10,000 tomans. However, the restriction on the use of emergency cards does not mean their complete elimination, and the use of these cards will continue under specific conditions and at selected stations.

According to the new plan, the fuel quota for eligible vehicles will be divided into three categories with three different rates. The initial quota includes 60 liters of gasoline priced at 1,500 tomans per liter, and the second quota includes 50 liters at a rate of 3,000 tomans. With the addition of the third quota, eligible vehicles will be able to receive 160 liters of gasoline each month at three different rates.
Goals and Monitoring Fuel Consumption
One of the goals of implementing this plan is to provide more precise monitoring of the amount and frequency of refueling in vehicles. Reza Sepahvand, spokesperson for the Energy Commission of the Parliament, has announced a plan to register fuel cards and create a system to closely monitor vehicle refueling. This information will be traceable using national ID numbers or bank cards.
Sepahvand also mentioned identifying a specific vehicle in Tehran that refueled more than 350 times in one month. This case highlights the need for accuracy in assessing the amount and frequency of fuel received and identifying potential violations. Therefore, the restriction on the use of emergency cards may be part of a broader strategy for managing consumption and tracking gasoline distribution.
The National Oil Products Distribution Company has announced that gasoline consumption in the country has reached 133 million liters per day by the end of October 2023. Additionally, in the first 10 days of November, gasoline consumption has decreased by 1.2 percent compared to last year. This data is presented while the change in the quota structure is aimed at controlling gasoline consumption and preventing fuel smuggling.
