As of the beginning of November, a new plan for gasoline rationing has been implemented in 11 provinces of the country. According to this plan, in addition to the restrictions imposed on the use of free station cards, 50 liters of gasoline at a price of 10,000 tomans per liter will be allocated to personal vehicle fuel cards.

Details of the New Gasoline Rationing Plan

These new changes in gasoline quotas and the method of fuel distribution have created different conditions for drivers in several provinces of the country since the beginning of November. In this plan, the use of emergency station cards has been restricted, and instead, a third fuel quota at a rate of 10,000 tomans has been added to personal vehicle fuel cards.

The main goal of implementing this policy is to better manage gasoline consumption, increase oversight of refueling operations, and combat fuel smuggling. According to the National Iranian Oil Products Distribution Company, the new phase of restrictions on the use of emergency station cards has begun in 11 provinces of the country.

Oversight and Identification of Violations

With the implementation of this new plan, the fuel quotas for eligible vehicles have been divided into three sections with different prices as follows:

  • First quota: 60 liters of gasoline at a rate of 1,500 tomans per liter
  • Second quota: 50 liters of gasoline at a rate of 3,000 tomans per liter
  • Third quota: 50 liters of gasoline at a rate of 10,000 tomans per liter

Therefore, vehicles eligible for this plan will have the opportunity to receive a total of 160 liters of gasoline at three different rates. This change does not mean an increase in the cheap gasoline quota; rather, 50 liters of quota at the third rate has been added to the total quotas to meet part of the drivers' needs after the cheaper quotas are exhausted.

Another goal of implementing this plan is to enhance oversight of the amount and frequency of vehicle refueling. Reza Sepehbond, spokesman for the Energy Commission of the Parliament, has announced a plan to register fuel cards and launch a system to monitor the amount of fuel refilled based on national ID or bank card.

Ultimately, the extent of gasoline consumption reduction and prevention of fuel smuggling will determine how effective these changes have been in achieving their goals.
