The United States Coast Guard is exploring the use of commercial icebreakers to help maintain traffic at Northeast ports and waterways during the winter season. This program is aimed at preparing for another season with potentially destructive icy conditions.

Request for Information and Requirements

On October 21, the Coast Guard published a Request for Information (RFI) on SAM.gov, seeking U.S.-flagged vessels that are qualified under the Jones Act and capable of supporting emergency icebreaking operations throughout New England and southern Connecticut. The goal of this action is to maintain commercial shipping channels and reduce navigation hazards during freezing conditions.

The Coast Guard is looking for vessels capable of operating in ice with thicknesses ranging from 4 to 18 inches and that can be relocated to the Northeast by January 2, 2027. Potential operational areas include Boston Harbor, Cape Cod Canal, Buzzards Bay, Nantucket, Martha's Vineyard, Narragansett Bay, and Connecticut ports including Bridgeport, Stamford, and New Haven.

Operation Management and Vessel Requirements

Under the proposed agreement, commercial operators will be responsible for providing vessels, crews, equipment, and oversight, while the Coast Guard will direct operational priorities. The agency expects to provide notice 72 hours before operations commence and to have a minimum seven-day operational period for ongoing support. Vessels must be capable of operating up to 12 hours a day during daylight hours, with longer operations requiring approval.

The Coast Guard has also requested that operators describe their capabilities in clearing shipping channels, maintaining navigable routes, escorting vessels carrying critical cargo, and assisting communities affected by icing or flooding. Only U.S.-flagged and qualified vessels will be considered.

This request follows a challenging winter in 2025-2026, which saw severe icy conditions across the Northeast and the Great Lakes, forcing the Coast Guard to utilize icebreaking assets to maintain commercial navigation. In January, the Coast Guard launched the "Reliable Energy for Northeast Winters" (RENEW) operation, emphasizing the importance of maintaining the flow of heating oil and other essential supplies in the region's waterways.

Currently, the Coast Guard is conducting market research instead of a mandatory request for proposals. The agency has asked operators to provide information about vessel capabilities, previous icebreaking experiences, transit times, operational limitations, and potential contract structures. Operators may also submit preliminary pricing information, including daily rates and relocation costs.

This request for information does not specify how many commercial vessels may ultimately be needed or the potential value of future contracts. The Coast Guard emphasized that this announcement is for planning purposes only and there is no guarantee of a request or award of future contracts.
