Mohammad Jafar Ghaempanah, during a visit to the Center for Transformation and Advancement Cooperation of the Presidency, emphasized the necessity of enhancing executive management as an important prerequisite for national development. In this meeting, he reviewed a report on the performance and future plans with the president, vice presidents, and managers of this center. Ghaempanah identified the shortcomings of executive management as one of the main issues of the country and stressed the importance of turning decisions into operational plans.
The Need for Transparent and Effective Planning
Ghaempanah, referring to the need for productive management meetings, emphasized that it should be clear who will carry out each action and when. He also considered the precise definition of job descriptions and strengthening the capabilities of managers in managing financial, human, physical, and data resources as cornerstones for improving the performance of organizations. This official criticized the waste of resources in some management practices and emphasized the responsibility of managers in the effective use of the country's facilities.
Successful Experiences and International Collaborations
Ghaempanah continued by reviewing his experience in the health sector and collaboration with the World Health Organization, pointing to the role of scientific and specialized international collaborations in developing health services. He explained that obtaining World Bank facilities in the health sector was made possible by utilizing the capacity of individuals familiar with the mechanisms of interaction with international organizations, and part of the country's ambulances was supplied from this source.
The Executive Vice President also referred to the implementation of operational budgeting and performance-based payments as programs pursued by the government and asked the Center for Transformation and Advancement to utilize its capacities to help enhance the country's executive management. He emphasized that successful experiences from other countries should be leveraged.
In another part of his speech, Ghaempanah referred to energy imbalance and resource waste, asking the center to consider optimizing consumption and energy savings when providing solutions for managing this challenge. He deemed a fairer distribution of energy subsidies necessary and called for reform of current distribution methods.
Ghaempanah also addressed the issue of energy carrier prices, considering any reform in this area to require a specific program with a social attachment. He emphasized that the revenue generated from these reforms should be spent on infrastructure development and stressed the importance of expanding public transportation infrastructure. This official deemed combating fuel smuggling and preventing the waste of gasoline and diesel essential for preserving national wealth.
