The country is facing a set of interconnected issues, including energy imbalance, economy and livelihood, investment, banking system, productivity, and social demands. The medical advisor stated that to solve these issues, one cannot rely solely on the logic of daily management, and the third year should be the year of the government solving problems. He emphasized that restructuring the government does not mean negating the past or eliminating a political faction, but rather evaluating performance and selecting the most efficient capacities for the new phase.

The medical advisor also noted that consensus should not turn into "share-seeking" and no manager should think that they are exempt from performance evaluation simply because they are part of a political composition. He emphasized that all managers must be accountable for the results of their decisions, and the criteria for efficiency should include problem-solving ability, competence, expertise, efficiency, integrity, and the ability to respond to the public.
He also referred to the role of parties and organizations in identifying the elites and efficient forces of the country, stating that civil society can help promote meritocracy as a mechanism. The government should increase its tolerance for criticism and accept fair and expert criticism as a tool for reforming the government.
Ultimately, the medical advisor emphasized that the consensus we need today is not just among politicians but between the government and the people. He stated that in the third year, the government must engage with the people in major national decision-making and honestly explain the necessity of decisions.
