The UK Ministry of Defence is examining whether it can utilize the country's fishing fleet to monitor Russian cables and pipelines located in British waters. While British waters face serious challenges due to the presence of the Russian fishing fleet, the domestic fishing industry in the UK is also facing significant issues.
Competition Between the UK Fishing Fleet and the European Fleet
The UK fishing fleet is simultaneously competing with the registered European fishing fleet for the same fish stocks, while an agreement signed in December 2025 between the UK and the European Union has set fishing quotas. Under this agreement, fishing quotas will remain unchanged until 2038, and the UK retains the right to sell its stocks to the European market.

This agreement currently favors the European fishing fleet, as the European fleet benefits from marine fuel subsidies, while the British fleet must pay commercial prices. Given the high fuel prices in the UK, this fleet is under severe pressure and facing serious economic challenges.
Using the Fishing Fleet for Defense Purposes
Some analysts have suggested that the UK fishing fleet could be rented to the Ministry of Defence to monitor Russian internet cables and pipelines under current conditions. This strategy could be seen as a practical solution for optimal use of existing resources. Additionally, with a shortage of warships in the Royal Navy, some fishing vessels could be contracted under the “Shipping from Trade” (STUFT) to perform coastal patrol duties and utilize equipment such as drones for this purpose.
The successful experience of the UK fishing fleet during World War II, when these vessels were used for patrolling, could serve as a model for this new plan. At that time, the fleet was effectively overseen by the Royal Navy's patrol services and could play an important role in maintaining maritime security.
