The U.S. Coast Guard seized an oil shipment that was headed to Cuba in early September 2026. This seizure followed an international operation that led to the discovery of large quantities of fuel in the ballast tanks of the M/V Grace.

Details of the Seizure Operation

The M/V Grace was moving towards Cuba in the Caribbean Sea when Coast Guard enforcement teams approached it. The ship was suspected of using tactics known as the "dark fleet." This term refers to vessels that conceal their ownership, movement, or cargo through deceptive methods.

After the seizure, the Grace was directed to the port of Progreso in Mexico, where a Mexican Navy inspection team confirmed large quantities of fuel in the ship's ballast tanks. Large amounts of fuel in containers on the ship were also suspected to be illegal, but the Coast Guard did not provide further information about the type or amount of fuel found.

Environmental Consequences and Violations of International Law

The U.S. Coast Guard stated that transferring fuel in ballast tanks poses greater environmental risks, as these tanks are not designed for carrying oil cargo. The dark fleet and illegal shipments pose serious threats to the environment in the Caribbean Sea.

Vice Admiral Nate Moore, Deputy Commander of Coast Guard Operations, deemed such illegal shipments a violation of international law and emphasized that the Coast Guard will continue to target vessels that employ deceptive methods. Admiral Kevin Lunday also stated that the high seas are no place for lawlessness.

This operation is part of broader efforts by the U.S. Coast Guard and international partners to target illegal maritime activities involving dark fleet vessels and flagless ships. This operation is conducted in accordance with international law and in cooperation with flag and port state authorities.

The seizure of the Grace follows the earlier seizure of the M/V Jaira Provider, which was also accused of transporting illegal fuel to Cuba.
