The Islamic Consultative Assembly approved the Karvar plan to address energy imbalance and optimize gas consumption. This plan emphasizes using the capacity of the private sector to replace high-consumption household appliances with low-consumption devices instead of increasing energy prices or issuing mandatory directives.
The necessity of reforming gas consumption patterns
Ahmad Aryaie Nejad, a representative from Hamadan province in the Islamic Consultative Assembly, stated: "Solving the gas imbalance problem requires multilateral cooperation. Raising public awareness about optimal gas consumption is one of the main steps in this regard. By increasing household consumption efficiency, we can allocate more gas to factories and industrial uses. Additionally, sectors such as greenhouses and agriculture also need this fuel, so it is necessary to direct gas towards production."

Innovative methods for reducing consumption
Aryaie Nejad also pointed to the need to reform heating appliances and added: "In many areas, old heaters are being replaced with low-consumption models, which is a very positive step. A precise assessment should be made to optimize fuel consumption, especially gas. In the discussion of consumption management, cultural promotion should be prioritized. I do not agree with raising energy prices, but in cases of excessive consumption, a specific penalty should be considered. These penalties should be implemented with prior notification."
He further added: "It is necessary to use creative and innovative methods to reduce gas consumption. For example, a system can be used that provides both underfloor heating and daily hot water needs at different times. These systems are designed to achieve maximum efficiency with minimal gas consumption."
Support for the Karvar plan
The Karvar plan, which has recently been a topic of discussion in the Assembly, allows private companies to install high-efficiency appliances and receive their share from the savings. Aryaie Nejad said about this: "Replacing heaters is actually in line with implementing this plan, and companies take their share from the savings. We still have many ways to create shorter paths that benefit the people and society."
He emphasized the importance of involving the public in implementing this plan, saying: "If we want to act mandatorily, it may not work, but if we engage the people, they might even move ahead of the officials. The Karvar plan, due to its incentive nature and lack of dependence on government funding, can be well implemented and yield positive outcomes and returns."
