The manager of the Smart Fuel System explained the reasons for the deduction of one thousand tomans during refueling with bank cards. Abbas Basafa, pointing out that 40 to 45 percent of the country's refueling transactions are conducted with emergency cards, stated that the deducted amount is solely for the identity verification process and is allocated to the relevant bank.
Description of the Identity Verification Process and Costs
Basafa addressed the ambiguities created regarding this deduction, stating: "This amount has no connection to the Ministry of Oil or the National Iranian Oil Products Distribution Company and does not reach the government or our organization." He explained that this amount is deposited to the bank that conducts the identity verification process. He also noted that the identity verification fee in the banking system is set between one thousand tomans and five thousand tomans, but through negotiations, this figure has been reduced to the minimum possible.

Existing Challenges and Solutions
Basafa added: "Last year, the cost of paper alone in this sector was 500 billion tomans." He emphasized that these one thousand tomans should be used to support the systems and card reader devices. The manager of the Smart Fuel System also addressed the issue that the deduction of this amount during each refueling is necessary for identity verification. According to him, 95 percent of refuelings should be done with personal cards, and if someone uses an emergency card, the identity verification process must be repeated.
He further stated: "We have worked around the clock for over a year to address people's concerns and to operate in a way that does not require begging for fuel. This system is designed to end people's waiting times and prevent off-network supply and fuel smuggling." Basafa also mentioned that this plan is limited to Tehran province and stated that efforts will be made to provide appropriate information in this regard.
