The Revolution Wind offshore wind project in the United States has completed the installation of its 65th and final turbine. The project began generating electricity in March 2026 and is now expected to be fully operational by the end of this year.
Project Details and Investment
The Revolution Wind project is jointly developed 50-50 by Orsted and Skyborn Renewables, a subsidiary of Global Infrastructure Partners. According to reports, the project involves a $6.2 billion investment and is considered the third largest commercial offshore wind farm in the United States. It is located in Rhode Island Sound and is near the Vineyard Wind and South Fork Wind projects, which have already been commissioned.

Challenges and Progress
The project received its final permits in November 2023 after more than nine years of planning and permitting. Revolution Wind has signed 20-year power purchase agreements to provide 400 megawatts to Rhode Island and 304 megawatts to Connecticut. Construction at sea began in 2024, and by August 2025, the project had progressed by nearly 80 percent. The first turbine was installed in September 2024, and by August 2025, 45 of the 65 Siemens Gamesa turbines had been installed.
The Trump administration issued the first stop-work order in the same month, claiming there were anomalies in the permits. The project went to court and received a temporary injunction against the Bureau of Ocean Energy Management a month later. However, Revolution Wind was also subject to a stop-work order in December 2025, issued due to unspecified issues to prevent interference with radar and national security. In early 2026, Revolution Wind successfully obtained another temporary injunction that allowed work to continue.
By March 2026, the project announced that it had progressed by over 90 percent and several key construction phases had been completed. In mid-month, the project began generating electricity for the grid, although developers maintained a lower profile after two encounters with the government.
Rhode Island Governor Dan McKee described the completion of the installation as "another major achievement" in a statement today and emphasized his commitment to the project. The project is overall expected to generate 704 megawatts. A previous analysis from the Connecticut Department of Energy and Environmental Protection had emphasized that Revolution Wind could save New England consumers up to $500 million annually.
Ongoing Activities
Orsted confirmed in a brief statement that this phase of construction has been completed and the operational process continues, aiming for full operations by the end of this year. The Revolution Wind project is currently under the oversight of the Coast Virginia Offshore Wind project, developed by Dominion Energy, which is expected to be operational by mid-2027.
