Mohammad Jafar Ghaempanah, the Executive Vice President and head of the Presidential Office, during a visit to the Center for Transformation and Progress Cooperation, emphasized the necessity of enhancing the country's executive management and providing solutions to reduce energy imbalance. In a meeting with the managers of this center, he reviewed the performance report and its priorities, identifying existing shortcomings in executive management as one of the main issues of the country.
The necessity of effective law enforcement
Ghaempanah, emphasizing the importance of turning decisions into operational programs, stressed the need for clear responsibilities and timelines for actions. He also highlighted the necessity of accurately defining job descriptions and strengthening managers' capabilities in managing financial, human, physical, and data resources to improve the performance of agencies.

Criticism of resource wastage
The Executive Vice President criticized the wastage of resources in some management practices, emphasizing the responsibility of managers to effectively utilize the country's facilities. He also pointed out the importance of leveraging successful experiences from other countries to enhance management quality. In this regard, Ghaempanah reviewed his experience in the health sector and collaboration with the World Health Organization, highlighting the role of international scientific and technical cooperation in developing health services.
Ghaempanah also mentioned the implementation of operational budgeting and performance-based payments as programs being pursued by the government and urged the Center for Transformation and Progress Cooperation to utilize its capacities to help enhance the country's executive management. He further requested this center to collaborate in providing solutions for managing the energy imbalance and optimizing consumption and energy savings.
The Executive Vice President referred to the unfair distribution of energy subsidies and called for reforming the current distribution method. He also emphasized the importance of reforming energy carrier prices, stating that these reforms should have a clear plan and a social attachment. The revenue generated from these reforms should be allocated to infrastructure development. Ultimately, Ghaempanah stressed the necessity of combating fuel smuggling and preventing the wastage of gasoline and diesel to protect national wealth.
