The Jackdaw gas field, located about 150 miles (250 kilometers) east of Aberdeen, has been approved for the first time under new legal conditions in the UK. This decision has drawn attention due to the environmental impacts resulting from the burning of gas extracted from this field. The field is expected to start gas production by late October 2023.
Legal Challenges and Environmental Impacts
The approval of the Jackdaw field took place in 2022, but it faced legal challenges afterward, and a court overturned its confirmation. This challenge arose due to disputes over the assessment of environmental impacts from oil and gas extraction activities. In June 2024, the UK Supreme Court concluded that all impacts from burning oil must be considered in environmental assessments.

This change in the approach to environmental impact assessments will have significant implications for new oil and gas projects. Both the Jackdaw field and the Rosebank oil field were approved without considering these assessments, which has led to new challenges for the approval of these projects.
Impacts on the Rosebank Oil Field
The Rosebank oil field, located about 80 miles (130 kilometers) northwest of Shetland, is considered the largest undeveloped oil field in the UK. Internal assessments indicate that oil and gas production from the Rosebank field could generate up to 249 million tons of carbon dioxide equivalent over its lifetime, which is nearly seven times the amount from Jackdaw.
The Energy Minister, Mia Fahn Bulleh, pointed out the differences between the Jackdaw and Rosebank fields, emphasizing that Rosebank faces greater challenges because its oil will be exported to global markets. While gas from the Jackdaw field will be directly transferred to the UK gas system, it is expected that part of the oil from the Rosebank field will be refined in Europe.
These legal decisions indicate that the UK government must clearly articulate its environmental reasons, and this could impact future decision-making regarding oil and gas fields. While the Jackdaw field has been approved, it remains to be seen whether Rosebank can also achieve approval using the same methodology.
