The Trump administration is considering the possibility of easing sanctions on shadow tankers that are engaged in transporting oil and petrochemical products from countries such as Russia, Iran, and Venezuela. This action comes in response to unprecedented increases in global shipping rates and appears to aim at reducing costs associated with oil transportation.

Background on Sanctions and Concerns

This negotiation takes place as President Trump has recently temporarily lifted sanctions on Russian diesel fuel. This move has faced severe criticism from the President of Ukraine and some Republican senators. These senators view this decision as a gift to Vladimir Putin, the President of Russia, and are concerned that it will allow Russia to continue financing the war in Ukraine.

Details of New Negotiations

Reports indicate that discussions are centered around the possibility that the U.S. may allow "legal oil" to flow on previously sanctioned tankers. This means transporting crude oil or petrochemical products that are not subject to U.S. sanctions, rather than Russian and Iranian oil that are under punitive measures. The main goal is to increase the export of refined products and crude oil from the Persian Gulf.

Chris Wright, the U.S. Secretary of Energy, mentioned in a video to the World Petroleum Congress in Riyadh that the government is looking to ease sanctions on shadow tankers to help reduce unprecedented shipping rates. These rates have negatively impacted the demand for American crude oil.

Companies wishing to use sanctioned tankers must apply to the U.S. Department of the Treasury. The Department of Energy has stated that any action to ease sanctions on these tankers will not assist Russia in transporting oil or petroleum products.

However, Trump's efforts to transfer Russian diesel to global markets may put additional pressure on the departments to allow transportation through these tankers.

High oil and fuel prices ahead of the midterm elections on November 3 will be challenging for Trump. Republicans hope to maintain control of both houses of Congress. Trump has lifted sanctions on Russian diesel until April 7.

According to "Energy Aspects," with rising oil and fuel prices, these tankers, which are often old and poorly maintained, are unlikely to have a significant impact on the overall fleet capacity. Additionally, easing sanctions may make a few tankers available for certain specific transports in the Strait of Hormuz.

However, it seems that easing sanctions will not significantly affect shipping rates, as ship insurers will still be required to comply with EU and UK regulations.
