Farzad Dadkhah, the Director General of Road Maintenance and Transportation in Isfahan Province, in a meeting emphasized the importance of utilizing the capacity of intelligent systems in preventing fuel smuggling, stressing the need for the development of monitoring infrastructure and continuous monitoring of fleet movements. He stated that analyzing the data recorded in transportation systems can play a significant role in identifying violations and limiting the routes used for smuggling petroleum products.

The necessity of monitoring fleet movements

Dadkhah referred to the capabilities of intelligent systems in recording and monitoring vehicle movements and said: "The information obtained from license plate readers, movement records, vehicle speeds, and issued waybills, if examined and accurately matched, can help identify unusual transportation patterns and uncover violations." He also emphasized the necessity of verifying the accuracy of waybills and matching the information contained in them with the specifications of the vehicle and the actual route taken.

Dadkhah added: "Issuing transport documents without accurately verifying fleet information and altering predicted routes is among the issues that must be identified and pursued using the capacity of monitoring systems." The Director General of Road Maintenance and Transportation in Isfahan Province also examined the challenges related to monitoring equipment and the costs of maintaining and supporting the systems, emphasizing the need to strengthen infrastructure and coordinate relevant agencies to enhance the effectiveness of monitoring.

Legal action against violations

During this meeting, Seyed Mohammad Mousavian, the Public and Revolutionary Prosecutor of Isfahan Province, emphasized the necessity of strictly enforcing laws and regulations against fuel smuggling and stated: "Responsible agencies must fulfill their legal duties, and in the event of a violation or omission, the matter should be pursued through legal channels." He stressed the importance of monitoring transport documents and matching waybill information with fuel consumption levels and patterns, saying: "Effective combat against the smuggling of petroleum products requires continuous monitoring, thorough examination of information, and tracking violations at all stages of the transportation and distribution chain."

Mousavian also noted that violations such as the use of fictitious waybills, false license plates, and forged documents should be examined according to their nature and scale, and if criminal aspects are established, the matter should be referred for judicial review to the competent authorities. He emphasized that no sector related to this issue should be exempt from monitoring and handling due to a smaller share in violations, and preventive measures and actions against violations should be pursued continuously and deterrently.

Collaboration among agencies

Mousavian stressed the need for regular expert meetings and increased coordination among responsible agencies, including the General Directorate of Road Maintenance and Transportation, traffic police, the oil distribution company, and intelligence and monitoring agencies. He said: "Identifying existing gaps in monitoring processes and addressing them will facilitate more effective combat against fuel smuggling." The Public and Revolutionary Prosecutor of Isfahan Province also emphasized the necessity of utilizing legal and informational capacities to prevent violations and called for precise tracking of the responsibilities of agencies in this area.

In this meeting, the maximum utilization of intelligent systems, continuous monitoring of fleets and transport documents, identifying high-risk routes, and strengthening interaction among executive, law enforcement, intelligence, and judicial agencies were emphasized as effective solutions in preventing and combating organized fuel smuggling.
