Seyed Mousa Mousavi, a member of the Energy Commission of the Parliament, stated regarding the challenges of energy supply in the cold season that the country is facing two fundamental problems: the accumulation of imbalance due to years of underinvestment in the upstream gas sector and the reduction of production and processing capacity due to damage to four South Pars refineries. Mousavi emphasized that managing the consequences of these problems is on the agenda of the Energy Commission.
Increase in Residential and Commercial Consumption
Mousavi noted that the increase in residential and commercial consumption in winter puts additional pressure on the gas network, adding: "Managing consumption in the residential and commercial sectors is crucial for maintaining network stability and preventing pressure drops in the northern provinces." He referred to the importance of the national campaign for 20 degrees and stated that setting the ambient temperature within the standard range of 18 to 20 degrees, insulating windows, and using thick curtains can help reduce gas consumption.

Development of Energy Service Companies
Mousavi emphasized the necessity of economically optimizing energy consumption, stating: "The development of energy service companies and the use of savings certificates provide the means for financing and implementing projects such as replacing outdated heaters with high-efficiency equipment." According to him, in this model, households benefit from new equipment without paying initial costs, and energy service companies receive their capital and profits from the sale of saved energy in the energy exchange.
He also referred to the follow-up on the implementation of Article 46 of the Seventh Development Plan, stating that according to the provisions of this article, the financial benefits from savings should be returned to subscribers to create an economic incentive for reducing consumption. Mousavi emphasized that the resulting resources can be utilized in collaboration with provincial managers to strengthen the energy infrastructure of the regions.
Prioritizing Fuel Consumption
Mousavi also deemed it essential to prioritize fuel consumption in the industrial and agricultural sectors, support strategic productions, and develop backup fuels, stating: "The Energy Commission will continue to oversee the implementation of legal obligations until ensuring the readiness of responsible agencies for a safe passage through winter." These statements reflect the serious resolve of the Energy Commission to manage energy consumption in the cold season and collaborate with the public in this regard.
