Brent crude oil prices, the global benchmark, reached $108.5 per barrel on Monday morning, marking a nearly 2.8% decrease from Friday's closing price. While negotiations regarding a plan to reopen the Strait of Hormuz are ongoing, the U.S. oil benchmark, West Texas Intermediate, also fell by 3% to below $100 per barrel.

Negotiations to Reopen the Strait of Hormuz

Transport through the Strait of Hormuz, a strategic passage between Iran and Oman that typically moves about one-fifth of the world's oil, has been severely disrupted since the war began in late February. Abbas Araqchi, Iran's foreign minister, stated in an interview that the discussed plan could lead to the reopening of the strait within at least two days if a set of conditions from Washington is met. He also emphasized that Tehran currently has no direct dialogue with the U.S., and the outcome of this process will depend on how Washington responds to Iran's inquiries.

Conflicting Signals from Washington

Donald Trump, the President of the United States, has indicated that military options against Iran remain on the table. He also referred to pressure from Benjamin Netanyahu, the Prime Minister of Israel, to attack Iran after the midterm elections. Trump stated that negotiations are "going well," but described the Iranians as "not very trustworthy." However, he emphasized that the U.S. still needs to strike one or two targets.

Additionally, the Wall Street Journal reported that J.D. Vance, the U.S. Vice President, wrote a letter to Mohsen Rezaei, the Secretary of Iran's Supreme National Security Council, at Trump's direction to revive peace talks. Trump denied this, stating that the contact was related to the preparation of medical supplies needed by Iran.

Meanwhile, Goldman Sachs has predicted that the geopolitical risk premium of about $27 per barrel explains the spike in crude oil prices in October. The bank has raised its year-end price forecast for Brent from $90 to $105 per barrel.

The UK Maritime Trade Operations Center also released a report about a projectile hitting a ship in the Strait of Hormuz, indicating ongoing tensions in the region. Iran has also reported multiple attacks on ships, suggesting that the situation in this maritime chokepoint has yet to stabilize.
