Positioning, Navigation, and Timing (PNT) data are used as a key tool to counter GNSS signal disruptions in maritime operations. These developments occur at a time when disruption in satellite navigation has become a practical reality. In recent years, nearly 10,000 incidents suspected of GNSS signal spoofing have been recorded for over 1,300 civilian vessels in the Mediterranean Sea, Black Sea, and Baltic Sea regions.

New Challenges in Maritime Navigation

Recently, disruptions have been reported in the Persian Gulf and the Red Sea, exacerbated by rising geopolitical tensions. Even outside conflict zones, disruptions have been observed with increasing frequency near major ports and busy maritime corridors. These developments reflect a simple reality: satellite navigation now operates in a challenging electromagnetic environment.

The Necessity of Resilient PNT Use

Modern maritime operations rely on high-quality PNT data, and this need is felt acutely when GNSS signals are disrupted. Backup systems such as Electronic Chart Display and Information Systems (ECDIS) and Automatic Identification Systems (AIS) can receive incorrect positional information from weak or manipulated signals, potentially misplacing vessels several miles from their actual position. Therefore, the existence of a resilient navigation system that can utilize multiple independent sources is critically necessary.

Satellite signals in Medium Earth Orbit (MEO), located approximately 20,000 kilometers above the Earth, reach very low power levels and are thus easily susceptible to disruption. In this environment, reliance on a single source of PNT data can be dangerous. Resilient navigation frameworks that integrate multiple independent sources address this challenge.

The Role of LEO Signals in Enhancing Navigation

PNT signals from Low Earth Orbit (LEO) satellites can serve as a key component of this resilience. These satellites, operating closer to the Earth, provide signals with greater power than GNSS that are not easily disrupted and are suitable for verifying GNSS positioning. This is particularly important for maritime operations, as with more connections and automated navigation systems, the integrity of PNT data becomes a fundamental necessity.

Now that GNSS disruptions have become a common reality at sea, vessels currently in operation must be equipped with resilient navigation capabilities to ensure their safety during disruptions. These technologies are currently available and ready for deployment.
