In this meeting, he reminded managers of the necessity of effectively implementing laws and that decisions must be translated into specific and actionable operational plans.
Challenges of Executive Management and the Necessity for Reforms
Ghaemian identified the shortcomings of executive management as one of the main issues of the country and emphasized that it must be clear who is responsible for each action and when it will be carried out. He also stressed the necessity of clearly defining duties and strengthening the capabilities of managers in managing financial, human, and physical resources. In this context, improving the performance of agencies and effectively utilizing the country's facilities were mentioned as important priorities.

The Need for Optimizing Energy Consumption
The Executive Vice President, referring to energy imbalance and resource wastage, requested the Center for Transformation and Progress to collaborate in providing solutions for managing this challenge. He also emphasized the necessity of a fairer distribution of energy subsidies and considered the beneficiaries of these subsidies, such as villa owners and multiple vehicle owners, as an example of the shortcomings of the current distribution method. Ghaemian stated that any reform in energy carrier prices requires a specific plan with a social attachment and emphasized that the revenue generated from these reforms should be allocated to infrastructure development.
In this regard, Ghaemian referred to the successful experiences of other countries in resource and energy management and emphasized the importance of leveraging these experiences to enhance management quality. He also pointed to the casualties from traffic accidents and the development of urban and intercity public transport and stressed the necessity of expanding these infrastructures.
In conclusion, the Executive Vice President deemed combating fuel smuggling and preventing the wastage of gasoline and diesel essential for protecting national wealth and called for precise planning for managing the country's energy resources.
