Mohammad Shahab Jalilvand spoke on Wednesday afternoon at the selection agents' conference in Gilan province, held in the Ghadir hall of the Gilan governorate, highlighting the heavy responsibility of selection agents towards the rights of the people. He stated: selection agents are faced with the rights and destiny of the people and should not impact a young person's future with incorrect judgments.
The Necessity of Accuracy and Fairness in Selection
He added: a wrong decision in the selection process can affect an individual's life and career for years, therefore accuracy, fairness, and accountability must be considered at all stages of selection.

The Secretary of the Supreme Selection Council of the country mentioned "ability-centered and weakness-averse" as principles emphasized in the selection process and stated: in evaluating individuals, the focus should not solely be on weaknesses and shortcomings, but their abilities and capacities should also be taken into account.
A Comprehensive View of Abilities and Trustworthiness
Jalilvand pointed out the necessity of simultaneously considering ability and trustworthiness in selecting individuals for responsibilities, stating: in religious teachings, two characteristics of ability and trustworthiness are emphasized together for assigning responsibilities, and one of these criteria should not be sacrificed for the other.
He continued: the selection process should examine how capable each individual is of solving people's problems; as today's candidate may enter the country's executive apparatus tomorrow and take on a responsibility in the administrative system.
Jalilvand considered "being a reformer and not a fault-finder" as another principle of desirable selection and stated: the philosophy of selection should not be about finding faults and eliminating individuals, and we should not merely seek to find errors and issue judgments in the role of a judge.
He emphasized the necessity of a comprehensive view of individuals, stating: one should not judge a person solely based on one weakness or characteristic; a candidate may have shortcomings in one area, but conversely, possess dozens of positive traits and valuable capacities that can be utilized in serving the people.
The Secretary of the Supreme Selection Council also referred to "accepting diversity and plurality within the framework of the system" and stated: selection should be a factor in strengthening the unity of society and should be able to bring different thoughts and perspectives together.
Jalilvand, referring to ethnic, religious, and cultural diversity in Iran, added: ethnic plurality, religious diversity, and cultural differences should not be perceived as threats, but these capacities should be used as opportunities for the country's executive and administrative apparatus.
He emphasized the necessity of updating and improving the selection process, stating: improving criteria and modernizing methods must be seriously prioritized; as Imam Khomeini (RA) and Imam Shahid also emphasized the importance of considering the conditions of the time and the requirements of society.
Jalilvand announced the initiation of a new action to organize selection files and stated: this plan is being implemented for the first time in one of the provinces of the country, and we hope its results will be practically applicable.
He pointed out the existence of unresolved and stagnant files in the selection cores of various provinces, stating: during visits to different provinces, one of the serious problems observed is the existence of unresolved and stagnant files; meanwhile, some individuals related to these files may currently be employed and serving.
The Secretary of the Supreme Selection Council considered the first step in organizing these files to be their precise filtering, stating: sometimes we encounter files that have 300 or 400 pages, but upon review, it becomes clear that only 20 or 30 pages contain important content, and a significant portion of the material is repetitive.
He announced the formulation of guidelines for organizing and electronic filing of selection files and added: these guidelines have been provided to colleagues, and we hope that with their implementation, the process of addressing the files will be carried out with greater speed and accuracy.
