Habibollah Haghighi, head of the Central Anti-Smuggling Headquarters, in a meeting with the Executive Vice President and members of the headquarters, examined the causes of smuggling in the country and emphasized the necessity of starting the fight against this problem from the source. Haghighi said: "Smuggling is a result of the unhealthy economic processes in the country at all stages, and when smuggling is profitable, individuals are drawn towards it."
Analysis of Economic Processes and Smuggling
Haghighi further referred to the complexities of economic processes and said: "A person who wants to import a product officially must refer to several authorities and obtain various permits. This process incurs a lot of costs and time. In contrast, smugglers can import the same product under easier conditions."

The head of the Anti-Smuggling Headquarters emphasized that the fight against smuggling must be accompanied by soft and preventive mechanisms and said: "We must first identify why smuggling occurs. If we only focus on dealing with smugglers, the smuggling process will continue."
The Necessity of Planning from Source to Destination
Haghighi regarding the necessity of starting the fight against smuggling from the source said: "Planning must be done in three areas: source, route, and destination, with priority given to the source." He referred to the example of fuel smuggling and said: "If we start from the source, we can have better control over production and refineries and then manage the transfer routes."
He added: "Currently, we are facing outputs from several main areas in fuel smuggling that require intelligent oversight and necessary control. In this regard, the use of up-to-date data to identify gaps at various stages from source to destination is underway."
Haghighi concluded by emphasizing the necessity of utilizing smart capacities and said: "The country cannot solve its issues with old methods and must move towards innovation and the use of new technologies."
