Asghar Jahangir, the head of the National Inspection Organization, during a meeting to review the imbalance in water and gas in Mashhad, pointed out the necessity of revising energy consumption in cultural centers. He said: "The free provision of water and electricity for some centers, including cultural centers, is considered unregulated consumption and undermines the savings model."
Cultural Awareness of Energy Consumption
Jahangir added: "Cultural awareness of water, electricity, and gas consumption is important for reducing the imbalance, and reforming patterns and methods is one way to achieve that." He also emphasized the design of methods for using wastewater to optimize operations, stating: "In some countries, wastewater is viewed like crude oil."

Need to Reform Infrastructure and Processes
He stated: "The people of Mashhad and Khorasan province are among the provinces that have shown good savings in reducing energy consumption. We must realize that savings by consumers alone cannot lead us to the final result; rather, reforming the situation in other areas must also take place."
Jahangir highlighted the need to reform processes and infrastructure, saying: "Water leaks due to aging pipes require more supervision, and the water used in agriculture, which is still the most water-consuming sector, should be addressed by redesigning and using modern methods, including the use of treated wastewater instead of drinking water."
He also emphasized the management and savings of water, electricity, and gas through the redesign of government infrastructure, stating: "In the gas sector, our infrastructure also needs redesign, and we should not allow facilities to face aging, as it can lead to energy waste and security issues."
Jahangir stressed the need for special funding for Razavi Khorasan province and Mashhad, saying: "In addition to the locals and residents, tens of millions of pilgrims come to Mashhad annually, consuming energy upon their arrival."
Regarding the unauthorized use of energy, including illegal wells and unauthorized water and electricity connections, he added: "To some extent, our laws are not deterrent, and fines may not provide the necessary deterrence."
Jahangir also referred to the territorial planning scheme, emphasizing: "In future plans, territorial planning must be considered in advance, and relevant agencies should supervise to ensure that funds and budgets are not wasted on projects that do not yield desirable results later."
He concluded by saying: "The Inspection Organization will carry out the necessary supervision in this regard and will specially follow up on projects that require national attention."
