Ezzatollah Habibzadeh, a member of the Industries and Mines Commission of the Parliament, emphasized the necessity of reforming consumption patterns and national energy management in the country, stating: "Energy is a valuable and limited asset that should be consumed based on the country's priorities." He stressed that keeping the economy active and maintaining employment requires sustainable energy supply, and industries and production units should be prioritized in energy allocation.

Reforming energy consumption patterns

Habibzadeh further added: "Energy cannot be consumed without regard to resource limitations and the needs of various sectors, and it is unrealistic to expect that merely advising people to reduce consumption will solve problems when imbalances arise." This parliament representative pointed to the necessity of changing habits and revisiting the management of energy resources, stating: "All sectors need energy, but the necessity and effects of consumption are not the same in every sector."

Macro management of energy consumption

He also emphasized the need to create an energy consumption culture that aligns with the economic realities and resources of the country, stating: "One of the important issues is that in some sectors, energy is consumed as if it were an unlimited and cost-free resource." Habibzadeh stressed the necessity of addressing carelessness in energy consumption at all levels, saying: "If we expect people to manage their consumption, this approach must also be operationally reflected in executive agencies, government buildings, and other governing bodies."

He also referred to the capacity of renewable energies and proposed the installation of solar panels in government buildings. According to him, "These actions must be accompanied by planning, funding, and monitoring to achieve goals beyond mere recommendations and announcements."

Accountability for energy consumption

Habibzadeh emphasized the need for executive agencies to be accountable regarding the amount of energy consumed and the actions taken to reduce it, stating: "Savings only make sense when their effects can be evaluated, and it is clear how much each agency has contributed to reducing energy waste."

Comprehensive management of energy consumption

This parliament representative also highlighted the importance of distinguishing between essential and non-essential consumption, adding: "Productive economic activities, basic needs of the people, and public services should be provided based on specific priorities." He stressed that any consumption outside of regulations and activities that consume energy resources intensively without adhering to legal requirements should not be exempt from oversight.

Finally, Habibzadeh referred to the share of the transportation sector in the country's fuel consumption, stating: "If we want to achieve sustainable reductions in gasoline consumption, we must also pay attention to the quality of vehicles, engine technology, fuel consumption standards, and the status of the transportation fleet." He emphasized that gasoline consumption management policies should be accompanied by plans to improve the quality of domestically produced vehicles and develop public transportation.
