The Panama Canal has reactivated last-minute reservations for ships using the Panamax locks as of October 21, 2023. This action aims to reduce restrictions caused by disruptions related to this year's drought and allows operators to secure short-term passages if capacity is available.
New Reservation Conditions and Operational Capacity
The Canal Management Organization has announced that these additional reservations are at the discretion of the organization and depend on operational capacity and availability. Despite these changes, the organization has warned that the watershed still faces water shortages, and ships entering without approved reservations may encounter significant delays.

Ship Traffic Statistics and Previous Measures
These changes come after the Panama Canal concluded its fiscal year 2026 with a record volume of shipments. In the fiscal year ending September 30, the canal recorded 13,951 ship transits, reflecting a 4.1 percent increase compared to the previous year. Additionally, the volume of shipments has risen to 521 million tons, which is 6.5 percent more than last year.
Neopanamax traffic accounted for 52.2 percent of the total volume, and transits through the larger locks increased by 8.2 percent compared to the previous fiscal year. These measures were taken following several changes in transit capacity in response to shifting trade patterns and water level fluctuations.
In September, the Canal Management Organization reduced the daily reservation capacity to 32 ships, but improved conditions allowed for the return of an additional Neopanamax lock from October 15, increasing the total to 33.
Furthermore, the canal is expanding its long-term reservation arrangements. Earlier this month, it introduced its long-term allocation program for Panamax ships, which includes 288 Panamax locks and 270 Neopanamax locks from January 3 to April 3, 2027. Additionally, starting January 3, 2027, exchanges and replacements of reservations among coalition members will be expanded.
