Turkey has presented a new proposal to Russia and Ukraine to end attacks on commercial ships in the Black Sea. This action is intended to reduce tensions in the region and protect maritime transport. Ankara has submitted a draft memorandum of understanding aimed at finding a solution to the increasing attacks on ships to Moscow and Kyiv. Turkey has previously played a key role in the grain corridor agreement.
Background of Maritime Tensions
Recent U.S. efforts to reduce tensions at sea have not yielded results, and in this context, Sergey Lavrov, the Russian Foreign Minister, announced this month that monitoring the ban on attacks on ships carrying civilian cargo would be impossible. These statements came after an attack on a commercial ship flying the Tanzanian flag that was heading towards one of Ukraine's ports. In this attack, carried out by a Russian drone, the ship's captain was killed and three other crew members were injured. The Ukrainian Ministry of Infrastructure has announced that it is assessing the condition of the ship.

Consequences of Attacks for Turkey
Turkey is facing increasing challenges in this regard. The owner of the Turkish-flagged cargo ship Reihan Sari, the surviving crew member, and the family of one of the sailors killed in an attack near Novorossiysk in July have filed a complaint with the International Criminal Court in The Hague, calling for an investigation into this attack. The ship, with a capacity of 36,075 tons, was en route to Turkey after loading coal in Taman when it was attacked. In this incident, one sailor was killed and several others were injured.
Turkey's actions to reduce tensions and protect ships in the Black Sea come as attacks on commercial vessels continue to escalate. This situation not only affects maritime security but could also negatively impact international trade and energy supply.
