The Bureau of Ocean Energy Management (BOEM) announced the upcoming second oil and gas auction in the waters of the Cook Inlet, Alaska. This auction, known as "Beautiful Bay 2" or BBC2, includes 224 blocks in the northern planning area of the Cook Inlet and covers an area of over 1.05 million acres.
Auction Details
This auction will take place in March 2027, with a proposed royalty rate set at 12.5 percent. This initiative aims to encourage participation from the oil and gas industry in the region. The BBC2 auction is the second of at least six Cook Inlet auctions mandated by the 2025 Tax Cuts and Jobs Act. This law requires one auction to be held each year from 2026 to 2028 and also annually from 2030 to 2032.
Challenges and Concerns
The first auction, BBC1, was held in March 2023 and included approximately 1.05 million acres across 216 blocks but received no bids. The bidding conditions for BBC2 include minimum bids, rental rates, lease terms, and other requirements. This announcement will follow a 60-day review period during which local and state governments in Alaska can submit proposals for consideration before the final announcement is issued.
However, federal leasing in the Cook Inlet has always been a topic of discussion and challenge. An Alaska Native tribal nation and environmental and social groups threatened legal action prior to the auction, claiming that federal officials failed to conduct necessary consultations under the Endangered Species Act. Opponents have expressed concerns about potential oil spills, underwater noise, ship traffic, and climate impacts, particularly for the endangered Cook Inlet beluga whale. Estimates suggest that the population of this endangered species has dwindled to around 331 animals.
In contrast, Alaska officials have taken a different stance, arguing that continued investment in oil and gas in the Cook Inlet is essential for meeting local energy needs and the state's economy. BOEM will consider state and local input before making final decisions on the size, timing, and terms of the March 2027 auction.
