The mayors of Hormozgan province, in a meeting attended by Mehrdad Hassan-Zadeh, the Director General of Crisis Management and the senior coordinator in the field of crisis management at the governorate, discussed preparedness for facing weather-related hazards. This meeting was held to enhance coordination and readiness against weather events and the damages caused by them.
Forecast of Above-Normal Rainfall
In this meeting, Mehrdad Hassan-Zadeh pointed out the forecast of above-normal rainfall in a significant part of the country, emphasizing that municipalities and other executive agencies must prepare adequately to face these hazards. He appreciated the efforts of the mayors of Hormozgan during the recent crisis, considering their role in providing services and support during crises to be very important.
Establishment of a Clear Crisis Management Structure
The Director General of Crisis Management in Hormozgan Governorate emphasized the necessity of having a clear structure and appropriate executive mechanism in municipalities for crisis management. He stated: "Municipalities must have a defined structure so that in the event of an incident, responsibilities and duties are clearly specified." Hassan-Zadeh also mentioned training staff, continuous assessment of equipment, and identifying hazardous points as essential requirements for preparedness against crises.
Attention to Risk Considerations in Urban Development
Hassan-Zadeh, referring to the importance of adhering to risk considerations in urban development, called for attention to hydrological studies and risks associated with faults in the issuance of building permits. He added that these considerations should also be taken into account in the implementation of construction projects to prevent urban development from increasing damages during incidents.
Formulation of Executive Mechanisms for Risk Reduction
Rezaei Sarkhayi, the Deputy of Crisis Management in Hormozgan Governorate, also emphasized the need to formulate specific executive mechanisms for risk reduction and crisis response. He pointed out that in the provincial risk reduction document, 14 priority hazards have been identified, and preventive programs related to them have been communicated to executive agencies.
Need for Inter-Agency Cooperation
Kenari, the Director General of Urban Affairs and Councils in Hormozgan Governorate, stated that municipalities alone cannot cope with all urban crises and must leverage the capacities of executive agencies and the private sector. He called for the continuation of this collaborative model in other cities and counties of the province, referring to dredging efforts in Bandar Abbas.
In conclusion, Hassan-Zadeh emphasized the importance of cooperation among all agencies during crises and said: "Successful crisis management does not start at the time of an incident, but is shaped from the stage of prevention and preparedness." He urged municipalities to identify their weaknesses before incidents occur and take action to address them.
