Germany, France, and Britain are preparing an innovative plan to present to Iran and the United States that will consist of two phases. This plan aims to resolve issues related to the Strait of Hormuz and lift part of the blockade, leading to negotiations concerning a comprehensive nuclear agreement and issues related to sanctions and frozen assets.

Phase One: Ensuring Security in the Strait of Hormuz

In the first phase, these three European countries will act as guarantors, aiming to reach an agreement for reopening the Strait of Hormuz and lifting part of the blockade on Iran. The goal of this plan is to overcome mutual distrust and explore the possibility of achieving "reciprocal concessions" in the form of a temporary and transitional deal. After this agreement is completed, negotiations will move to the second phase.

Phase Two: Nuclear Negotiations and Sanctions

The second phase will include negotiations regarding the reduction of uranium enrichment levels based on a specific timeline and international oversight of Iran's nuclear facilities. The facilities that must be monitored will be determined by the International Atomic Energy Agency. According to the framework of this initiative, in return for Iran's actions, part of the sanctions will be lifted, and the blockade will be completely dismantled.

These developments come as German Foreign Minister Johan Wadfool has announced that the three European countries are ready to negotiate with Iran to prevent it from acquiring nuclear weapons. Currently, signs of escalating tension between Tehran and Washington are increasing, which adds to the importance of this initiative.

A French diplomatic source stated that the European Troika is trying to find realistic solutions to unresolved issues that have caused economic and military tensions on an international level. This diplomat emphasized that the inability to reach a solution for the ongoing tensions since last February is due to the multitude of issues and disagreements between Washington and Tehran.

If the European Troika succeeds in implementing this plan, it is expected that this initiative will have a positive impact on the course of developments. This plan could also lead to the establishment of verification mechanisms at Iran's nuclear facilities and a reduction in tensions. At the same time, these diplomats believe that Europe must play an active role in resolving the nuclear file crisis and cannot rely on the United States.

According to Mohammad Abul-Ainain, a researcher on strategic issues, the success of this initiative depends on the ability of the three European countries to influence U.S. decisions. He emphasized that if this effort turns into a coalition ready to play a real role in negotiations, it could be a positive step towards preventing escalation of tensions.

Ultimately, if Europe can create practical and realistic mechanisms, it may be able to prevent the escalation of tensions that are constantly increasing. This comes as the visit of U.S. officials to Israel and the increased deployment of military forces in areas close to Iran are also seen as signs of escalating tensions.
