Reza Sepahvand, the representative of Khorramabad in the Islamic Consultative Assembly, discussed the details of the plan to identify emergency fuel station cards, stating: According to the seventh development plan, all fuel cards must be connected to individuals' bank cards by the end of the program. With the coordination and follow-ups that the Energy Commission has conducted in multiple sessions with the presence of deputies from the Ministry of Economy, the Ministry of Oil, the Planning Organization, and other agencies, it has been decided that this work will be carried out based on Article 46 of the seventh program.

Experimental Implementation of the Plan Starting from October

He further stated: This plan was previously implemented on an experimental basis. From the beginning of October, the implementation of this plan has started in five provinces and will gradually be transferred to all stations in each of these provinces so that the fuel card is connected to the bank card. The spokesperson for the Energy Commission of the Islamic Consultative Assembly emphasized that the mechanism for using the bank card to withdraw fuel quotas is being arranged in the Ministry of Economy, stating: Based on this mechanism, quotas will be withdrawable using the bank card, and the fuel cards of the stations will also be collected.

Managing Consumption and Preventing Gasoline Smuggling

According to the decision made, by the end of the year, all fuel cards will be transferred to bank cards. This representative of the parliament further stated: Of course, in the seventh development program, the implementation of this plan is anticipated to be completed by the end of the third year of the program, and I believe that by the end of 2026, this plan will be fully implemented. Sepahvand continued to discuss the effects of implementing this plan, stating: The most significant effect of this plan is the management of gasoline consumption and the prevention of gasoline smuggling. One of the main features of this plan is that each individual must withdraw the 10,000 Toman gasoline using their bank card; thus, station operators will no longer be able to act independently and withdraw this gasoline.

He also discussed the status of old and inactive vehicles that still have fuel cards, saying: Individuals can only withdraw gasoline quotas if they have an active vehicle. Therefore, old vehicles that have fuel cards but are inactive will no longer be able to use the gasoline quota, and this will also be one of the effects of implementing the plan. With the implementation of this plan, the possibility of misuse of fuel cards for inactive vehicles and transferring them to other locations, including borders, will also be reduced.
