The Health, Safety, Environment, and Non-Combatant Defense Manager of the National Iranian Oil Products Distribution Company considered skilled and trained human resources as the most important pillar of the oil industry's resilience against incidents and stated: Operational readiness is not achieved merely by having equipment, but is the result of effective command, specialized knowledge, operational skills, and continuous practice.
Assessment of Firefighters' Operational Readiness
Dr. Behnam Lazemi, at the closing ceremony of the seventh round of operational-specialized readiness assessment of firefighters from the subsidiaries of the National Iranian Oil Products Distribution Company, hosted by the Imam Khomeini Oil Refinery in Shazand, stated: This event goes beyond a sports competition and is, in fact, a test to measure the readiness of operational forces in facing real incident conditions.

He added: In real incident conditions, there is no opportunity for trial and error, and even the smallest correct or incorrect decision can have significant consequences for human lives, facilities, and the continuity of production; therefore, enhancing the readiness of firefighters and strengthening their command and decision-making abilities is a fundamental requirement of the refining and distribution industry.
Identifying Areas for Improvement and Enhancing Readiness
The Health, Safety, Environment, and Non-Combatant Defense Manager emphasized that the main goal of these assessments is not merely to achieve a rank or position, stating: The most important function of these events is to identify the gap between the current state and the desired safety and operational conditions so that based on the results obtained, educational, training, and operational procedure improvement programs can be pursued more purposefully.
Lazemi continued: Every recorded achievement in these competitions is an experience, and every observed mistake is a learning opportunity that can be utilized to enhance the readiness level of operational forces. The results of this assessment should be regarded as specialized data for future planning and increasing the capacity to respond to incidents.
He also pointed out the role of human resources in crisis management, stating: Advanced equipment will only be effective when placed in the hands of specialized, trained, and ready-to-work personnel who can make and execute the right decision in the shortest time under pressure and anxiety.
This event, which took place over three days with the participation of 112 participants in 14 teams from subsidiary companies, included 9 teams from refining companies, one team from the export port, two teams from the National Iranian Oil Pipeline and Telecommunications Company, and two teams from the National Iranian Oil Products Distribution Company. In both individual and team categories, winners were determined, and the Isfahan Oil Refinery secured the first title in this round of assessment.
