Rahmani stated in this session that according to Article 2 of the Agricultural Facilitation Law, the Ministry of Energy is obligated to provide the necessary electricity for agricultural wells 24 hours a day and within the limits of the operating license to the operators. This action is taken to ensure water supply for farmers and optimize energy consumption.

Performance of the 'SAPAD' System

He added: The 'SAPAD' system consolidates and correlates information related to water and electricity for all agricultural wells. Based on the data recorded in this system, the permissible energy consumption for each well is monitored monthly and annually according to the limits set in the operating license.

Rahmani also pointed out the advantages of this system, stating: In addition to the amount of energy specified in the operating license, up to 40% of excess energy is considered as a tolerance factor. This factor is intended to compensate for variations in efficiency, drops in groundwater levels, and other factors that may cause the amount of energy consumed not to match the actual volume of water extracted.

Management of Blackouts and Impact on Agricultural Wells

Rahmani, referring to the blackouts resulting from imbalances and energy management in recent months, emphasized that the impact of these blackouts on the permissible operation of agricultural wells is also monitored in the 'SAPAD' system. The blackout hours will be matched with the permissible operating limits of each well.

He stressed: The amount and distribution of operating hours for the wells are managed monthly in accordance with the operating license so that blackouts do not prevent the operator from utilizing the permissible amount of water extraction. This approach is adopted to support farmers and ensure water supply for agricultural crops in critical conditions and energy shortages.
