In his recent meeting, Ghaem-Panah identified the shortcomings of executive management as one of the main issues facing the country and stressed the need for effective implementation of laws and the conversion of decisions into operational programs.
The Necessity of Productive Management Meetings
He highlighted the need for management meetings to be productive, stressing that it should be clear who will carry out each action and when. The Executive Vice President also deemed it essential to precisely define job descriptions and strengthen managers' capabilities in managing financial, human, physical, and data resources to improve the performance of organizations.
Criticism of Resource Waste
Ghaem-Panah continued by criticizing the waste of resources in certain management practices, emphasizing the responsibility of managers to use the country's facilities effectively. He called for leveraging successful experiences from other countries to enhance the quality of management.
The Executive Vice President also referred to his experience in the health sector and collaboration with the World Health Organization, discussing the role of international scientific and technical cooperation in the development of health services. He mentioned receiving World Bank facilities in this area to supply part of the country's ambulances, emphasizing that this issue had not been resolved previously.
Government Plans for Improving Executive Management
Ghaem-Panah identified operational budgeting and performance-based payments as programs being pursued by the government and, noting the delay in effectively implementing these approaches, urged the Center for Transformation and Advancement Cooperation to utilize its capacities to help enhance the country's executive management.
He also pointed to energy imbalances and resource waste, requesting the center to collaborate in providing solutions for managing this challenge, optimizing consumption, and saving energy. Ghaem-Panah emphasized the necessity of a fairer distribution of energy subsidies, considering the greater benefits received by villa owners and multiple vehicle owners as an example of the deficiencies in the current distribution method and called for its reform.
The Executive Vice President also regarded any reform in energy carrier prices as requiring a specific program with a social attachment, stressing that the revenue generated from these reforms should be allocated to infrastructure development. He also highlighted the importance of expanding public transportation infrastructure in light of traffic accident fatalities.
