A group of bipartisan lawmakers in the United States warned on October 24 in a letter to six major banks and port officials in Texas and New York that facilitating Russian diesel shipments under President Donald Trump's controversial agreement with Vladimir Putin could lead to legal action and congressional investigations. This warning comes as tankers carrying Russian fuel are heading towards American ports.

Details of the shipments and dates

The letter requested JPMorgan Chase, Bank of America, Citigroup, Wells Fargo, Goldman Sachs, and Morgan Stanley, along with port officials overseeing Houston, Beaumont, Corpus Christi, and the Port of New York and New Jersey, to maintain records related to Russian diesel transactions. These records include shipping documents, vessel records, contracts, and communications with government officials.

Lawmakers have emphasized that importing Russian diesel into the United States raises serious legal questions and could expose companies involved in this trade to future investigations. They have urged these institutions to refrain from purchasing, transporting, importing, unloading, storing, financing, or distributing diesel originating from Russia in the United States.

Important dates and potential impacts

These shipments are moving towards the United States following Trump's agreement with Moscow on October 9, which temporarily eased sanctions. Under this agreement, Russia committed to supplying 300,000 tons of diesel in the first phase, followed by another 500,000 tons in November and one million tons thereafter.

The first tanker, PVT Azura (IMO 9423683), flying the flag of Vietnam, is carrying approximately 109,000 barrels of Russian diesel and is heading towards Norfolk, Virginia, with an estimated arrival date of November 2. Another tanker named Agioi Fanendes, flying the Maltese flag, has loaded about 40,000 tons of diesel at the Baltic port in Russia and is en route to New York, with an estimated arrival date of November 7.

Lawmakers have also requested confirmation by October 28 that records related to Russian diesel transactions are being maintained. These warnings come as several Democratic members of this group may lead powerful congressional committees if their party wins the midterm elections on November 3.

In response to these concerns, the U.S. Department of the Treasury has stated that the agreement made is legal, and the White House has justified this action as a necessary measure to reduce energy costs following severe market fluctuations due to the war with Iran.
