The Port of Gothenburg has awarded the design and execution contract for the new Stena Line terminal to NCC. This contract was signed on October 6, 2026, thus commencing the next phase towards the relocation and consolidation of Stena Line's operations at the Port of Gothenburg.

Details of Stena Line's Relocation

The planned relocation of Stena Line from central Gothenburg to the central operational area of the Arendal port is part of the port's long-term development. This relocation will allow Stena Line to consolidate its services to Germany and Denmark in a port area that is close to other port operations and existing logistics infrastructure. This will create better conditions for the growth and development of the company's operations. Additionally, the land where the current terminals are located can be freed up for urban development.

Project Planning and Timeline

The new terminal is expected to be operational by 2031. The signed contract between the Port of Gothenburg and NCC is an important step towards achieving this goal.
Torbjörn Spets, Head of Infrastructure at the Port of Gothenburg, stated during the contract signing: "This project is of great significance for the Port of Gothenburg, Stena Line, and the entire city. We are very pleased with the strong market interest, and in a competitive process, NCC was selected as the winner. We are now looking forward to starting the next phase with NCC."

Stena Line hopes that this relocation will provide suitable conditions for the long-term development of its operations with a modern terminal compatible with the new and environmentally friendly ships they are ordering. Niklas Martensson, CEO of Stena Line, said: "The move to Arendal provides good conditions for continuing our transition and meeting the needs of freight and passenger customers. Therefore, we view this relocation very positively overall."

This contract will be executed as a design and build project with close collaboration between the Port of Gothenburg and NCC. This means that both parties will work closely together during the design phase to develop the design and cost of the facilities.

The work will be divided into planning, design, and execution phases. During the design phase in 2027, cost estimates will be prepared, which in turn will form the target cost and provide a more reliable basis for the execution phase.
The execution phase requires that costs remain within the limits of available resources and that environmental permits are obtained and legalized. The permit issue will be reviewed by the land and environment court, and the outcome cannot be predicted.

Some of the significant tasks that will be carried out in this project include: designing future facilities, in consultation with Sweco, preparing cost estimates and target costs for the execution phase, improving terminal areas and water and sewage systems, upgrading and modernizing existing quays in Arendal, expanding a quay, foundation work for new movable ramps, installing electrical and fiber facilities, and constructing new security barriers around the facilities as well as security systems.

The project timeline is as follows:
- Today: Contract signed with NCC and planning continues.
- 2027: Design of the terminal and preparation of cost estimates will take place.
- Early 2028: The execution phase may begin, provided that the environmental permit is legalized and cost estimates remain within available resources.
- 2031: Expected start of operations for the new terminal.
