Ørsted, a developer of renewable energy projects, announced that the Revolution Wind offshore wind farm, located off the coasts of Connecticut and Rhode Island, has begun its commercial operations in October 2023. With a capacity of 704 megawatts, this project is considered one of the largest offshore wind farms in the United States.
Details of the Revolution Wind Project
The Revolution Wind project is situated more than 15 miles off the coast of Rhode Island and was built at a cost of over $6.2 billion. This project was developed in partnership with Skyborn Renewables, which is owned by Global Infrastructure Partners and BlackRock. The Revolution Wind farm has signed 20-year power supply contracts with Rhode Island Energy, Eversource Energy, and United Illuminating, and is set to deliver its first electricity in March 2026.

Challenges Facing the Project
The operation of this project has faced numerous challenges from the previous U.S. government. In August 2025, the Trump administration issued a stop-work order for the project, which was 80% complete. However, a court suspended the order and allowed construction operations to resume. The project continues to face legal challenges from environmental groups, and the U.S. Department of Justice has requested a review of the project's construction and operation plans in court.
In response to the commencement of commercial operations for this project, elected officials from Connecticut and Rhode Island issued strong supportive statements. Senator Chuck Schumer also stated that "despite Donald Trump's efforts to halt offshore wind energy production, Revolution Wind is now fully operational. This is good news for reducing costs and creating union jobs and a cleaner environment."
Revolution Wind becomes the third largest operational offshore wind farm in the United States, and Ørsted recently celebrated two years of the smaller South Fork Wind farm with a capacity of 132 megawatts off the coast of New York. Another operational project is Vineyard Wind, which is owned by Copenhagen Infrastructure Partners and Avangrid Renewables.
