On October 23, 2025, the Trump administration introduced a new strategy titled "American Fishing First" aimed at strengthening the U.S. commercial fishing industry through legal reforms, investment in fishing vessels and coastal infrastructure, and stricter enforcement of laws against unfair foreign competition.

Key Focus Areas of the Strategy

This strategy is based on an executive order by President Donald Trump in April 2025 titled "Reviving American Fishing Competitiveness" and includes collaboration among several federal agencies to expand domestic seafood production, update processing capacity, and improve market access for American fishermen.

One of the main focuses of this strategy is to rebuild the infrastructure that supports the nation's commercial fishing fleet, including shipyards, docks, cold storage facilities, and processing plants.

Facilitating Investment Processes

Federal agencies are required to facilitate permits and reduce barriers to private investment, and they will also leverage existing financial programs managed by NOAA, the Department of Agriculture, and the Small Business Administration.

NOAA will also review the fishing financial program and capital construction fund to identify barriers that prevent the replacement of old vessels or investment in American fishing boats.

According to Commerce Secretary Howard Lutnick, "The American Fishing First strategy ensures that the future of seafood products in the United States will be built by American fishermen, workers, and industry, not foreign imports." This initiative is part of broader government efforts to revive the U.S. maritime industrial base, including domestic shipbuilding capacity and a U.S.-flagged fleet.

Changes in Federal Fishing Management

In addition to infrastructure, this strategy includes changes in federal fishing management aimed at increasing sustainable catches and reducing regulatory costs. NOAA will work with regional fishery management councils and industry representatives to ensure that catch limits align with the best available scientific information and that access to productive fishing areas supported by data is restored.

The government has also planned to strengthen the position of American seafood products in domestic markets. An optional trademark titled "Seafood Harvested in the United States" will be introduced to help consumers identify products caught by American fishermen on U.S.-flagged vessels.

Developing New Frontiers in Aquaculture

Marine aquaculture has also been a priority, and federal agencies are expected to establish clearer permitting standards for operations in federal waters. Notably, this strategy does not announce any new costs to the government but emphasizes legal changes, inter-agency coordination, and attracting private investment based on existing programs and legal authorities.

NOAA has stated that progress will be measured through increased production and processing of domestic seafood products, private investments, supported American jobs, and reduced reliance on foreign supply chains.

The overall goal is to retain greater economic value from American seafood products within the United States, from fishing vessels at sea to processing plants and coastal businesses that support this industry.
