Mohammad Ali Talebof, the CEO of the sanctioned company "Armory Alliance," has been sanctioned by the U.S. Department of State for his role in procuring weapons on behalf of Iran. The department stated that "Armory Alliance" acted as an intermediary between companies based in China and Iran and participated in efforts to facilitate the purchase of man-portable air defense systems (MANPADS).

The U.S. Department of State has also sanctioned the company "Vanguard Tactical Supply Limited" based in Nigeria for its role in facilitating the purchase of Chinese-made man-portable air defense systems for Iran using fictitious end-users. Following these sanctions, all assets and interests related to the sanctioned individuals and entities that are located in the United States or are in the possession or control of U.S. persons will be blocked and must be reported to the Office of Foreign Assets Control of the U.S. Department of the Treasury (OFAC).
Criminal Network and Related Sanctions
The U.S. Department of the Treasury also announced separately that it has sanctioned a wide-ranging criminal network that facilitated the use of flags and fake certificates for sanctioned vessels involved in transporting Iranian oil. Sunil Kumar Sharma, based in India, and his wife Jaspreet Preeti Sawhney, along with two other Indian nationals managing two companies owned by the couple, lead this network.
The use of flags and fake certificates allows vessels involved in illegal activities to evade international safety and environmental regulations. Additionally, the U.S. Department of the Treasury has sanctioned "Fugo Ground Services" based in Turkey for continuing to support Iran's aviation sector, which is under extensive sanctions.
These sanctions will continue to prevent illegal activities and support for Iran. U.S. Treasury Secretary Scott Bancen emphasized that the U.S. government will continue to target anyone who supports Tehran.
