The Director General of Organized Crime Prevention at Iran Customs, Reza Gholi, issued new guidelines for rewarding the seizures of smuggled fuel and the framework for the sources and uses of the proceeds from these seizures. According to these guidelines, the volume of seizures must be verified with an official warehouse receipt issued by the company and confirmed by the detecting authority and the final rulings of the reviewing bodies.

Conditions for Rewarding Seizures

According to the amendment to clause "a" of Article 6 of the framework for the sources and uses of proceeds from smuggled fuel seizures, up to 15% of the purchase price of the seized product can be paid as a reward to the detecting agents upon the delivery of the seized petroleum products to the refinery company. This action is intended to encourage and motivate provincial detecting agencies in the field of smuggled fuel seizures.

Implementation Methods and Follow-ups

Provincial detecting agencies are required to prepare and send the seizure report, a copy of the warehouse receipt from the company, and a brief report of the seizure along with the case number after the discovery. The report must be prepared in the special forms issued by the resolution of meeting 124. This guideline also emphasizes adherence to the conditions and criteria for determining strong suspicion and other stipulated regulations.

The date of case formation in the reviewing authority must be on or after Farvardin 1, 1405. According to Article 6, the provincial detecting agency must send the written opinion of the provincial commission and the representative of the reviewing authority regarding the approval or rejection of the report and the outcome of the action to the central detecting organization within two working days.

Immediate reward payment is contingent upon the approval of all members in the report, and if the conditions are approved, the central detecting organization will send the documents to the secretariat of the working group to carry out the necessary actions for payment. If no response is received from the provincial commission or the reviewing authority within two working days, the provincial detecting agency must present the documents to the central detecting organization so that the confirmed report and documents can be reflected to the secretariat of the working group and the reward payment process can be followed up.

According to Article 11, the detecting agency is also required to send a report on the periodic payment of immediate rewards to the detecting agents to the secretariat of the working group. This guideline has been developed with the aim of strengthening oversight and control over smuggled fuel seizures and also increasing motivation among detecting agents.
