The manager of the Intelligent Fuel System announced that the plan to identify emergency cards will soon be implemented at 54 fuel stations in Tehran. This plan, as part of new measures to improve the refueling process in the country, will be extended to all fuel stations across the country within the next three months.
Increase in the Share of Emergency Cards in Refueling
According to the manager of the Intelligent Fuel System, in September of this year, about 40 percent of all refueling in the country was done using emergency cards. This statistic shows that emergency cards, which were supposed to be used only in emergencies, currently account for a significant share of the refueling process. Additionally, the spokesperson for the Energy Commission of the Parliament announced plans to connect all fuel cards to individuals' bank cards by the end of the year.

Challenges in Consumption Management and Fuel Smuggling
These changes in refueling tools raise important questions regarding consumption management and fuel smuggling. Can changes in tools solve existing problems, or will only the form of the card change without reforming the quota system and oversight of distribution? It seems that the government is moving towards the gradual elimination of the current fuel card system and transferring quota management to the banking network. If this action is implemented correctly, it could provide policymakers with accurate data on fuel consumption.
Overall, these developments are aimed at improving the refueling process and consumption management in the country, but the manner of implementation and the transparency of its infrastructure could have significant impacts on the country's gasoline policies. If these infrastructures are not well designed and implemented, a new chapter of ambiguity in the country's fuel policies may begin.
