Sierra Leone established a new national shipping company at a ceremony in the port of Freetown. The event was presided over by President Julius Maada Bio and was highlighted as part of broader reforms in the country's maritime sector.

Details of the National Shipping Company Launch

The cargo ship XH Explorer, owned by China, was present at the ceremony. This ship, built in 2003 and registered under the flag of Liberia, is managed from Singapore and operates between Sierra Leone and Asia. With this launch, Sierra Leone aims to support the growth of its domestic fleet and reduce reliance on international companies.

Legal Reforms and New Goals

In recent months, several important legal instruments have been passed, including the amended Commercial Shipping Act of 2026 and the Marine Pollution Bill. One of these laws, the Sierra Leone National Shipping Agency (SLNSA) Act of 2025, transformed the Sierra Leone National Shipping Company (SLNSC) into the Sierra Leone National Shipping Agency. Minister of Transport, Alhaji Fandi Turay, emphasized that the company needed a new vision for improved efficiency, flexibility, and authority.

President Maada Bio stated at the ceremony: "For a long time, we have relied on international companies for the export and import of our products. Now we have taken a significant step forward, and Sierra Leone will have a larger share in the transportation of goods we trade with the world."

Collaboration with Chinese Representatives and Future Plans

Following the launch of SLOSCo, representatives from Zhejiang Province met with the Sierra Leone Ports and Harbors Agency (SLPHA) to discuss facilitating cargo movement. These discussions focused on potential investments in cargo trucks to reduce traffic at the port of Freetown. Additionally, SLOSCo will utilize a direct shipping route between the Port of Taizhou in China and Queen Elizabeth II Quay in Freetown, which is set to launch in December 2025.

Regional Challenges and Opportunities

The Maritime Organization for Eastern, Southern, and Northern Africa (MOESNA) has fundamentally approved the establishment of a regional shipping line network and regional cabotage protocol. This decision was made at the tenth assembly of ministers responsible for maritime affairs and trade. Despite extensive coastlines and significant commercial potential, the ESNA region still faces limitations in direct maritime communication between member countries and relies on transshipment services from outside the region.

The regional shipping line network is expected to create a coordinated framework for developing shipping services that respond to the volume of cargo, trade patterns, and existing communication needs in the ESNA region.
