The strategic action plan for ensuring security and sustainable development of the Strait of Hormuz and the Persian Gulf was announced in a public session of Parliament on July 12, 2026. This plan aims to organize the movement of vessels and manage sovereignty in the region and was presented in Parliament after the third imposed war. In a session held in April 2026 with the presence of Ali Nikzad, the Deputy Speaker of Parliament, the designers of the plans, and experts from the Research Center, the legal, security, economic, and environmental dimensions of this plan were examined.

Details of the Plan and References to Committees

This plan was referred to the National Security and Foreign Policy Committee after summarizing the proposals and views of the Ministry of Foreign Affairs and other agencies. In August, the main committee meeting to review this plan was held, and its general principles were approved without opposition. The initial structure of the plan included 14 articles, which after review and amendments changed to 16 articles.

Key Articles and Economic Goals of the Plan

Article 1 of the plan is dedicated to creating a management and oversight mechanism for the movement of vessels in the Strait of Hormuz. This article includes navigation guidance and supervision of vessel entry and exit, as well as safety services. In fact, this article aims to establish an Iranian management system for maritime traffic.

Article 3 addresses the collection of fees for services provided to ships, aiming to transform Iran's relationship with vessel traffic from a purely security-based relationship to a security-service-economic relationship. This plan also includes articles related to vessel insurance and the determination of service and insurance tariffs to provide financial and insurance backing for potential damages arising from navigation.

The total of these 16 articles creates a comprehensive framework for managing maritime traffic in the Strait of Hormuz and the Persian Gulf and can contribute to ensuring security and sustainable development in this region. With the approval of this plan, Iran can play a more effective role in managing maritime traffic and providing services to passing vessels.
