Iran is negotiating with Azerbaijan to increase electricity imports and energy exchange. Mohsen Paknejad, Iran's Minister of Oil, announced after meeting with the Deputy Prime Minister of Azerbaijan that a significant portion of the negotiations is dedicated to energy cooperation and the existing capacities in Azerbaijan for energy trade have been discussed.

Details of Energy Negotiations

In these negotiations, increasing direct electricity imports from Azerbaijan, developing joint hydroelectric power plants, and gas and electricity swaps have been proposed. Experts from both countries are set to examine the capacity of transmission lines and network connection points to determine the volume and form of cooperation. Meanwhile, the exact capacity of electricity that can be imported is still unclear.

The importance of these negotiations lies in the fact that energy cooperation between Iran and Azerbaijan is not a new topic. The two countries had previously negotiated in the months of Mehr and Bahman 1403 about developing cooperation and forming a joint working group. Now, with the imbalance of electricity and gas in Iran and the energy production and export capacities of Azerbaijan, the possibility of mutual cooperation has emerged.

Energy Swap; A Path to Multilayered Cooperation

The discussion of gas and electricity swaps could transform the relationship between Tehran and Baku from a simple energy transaction into a multilayered cooperation. With an extensive gas and electricity transmission network, Iran can leverage Azerbaijan's geographical position to connect to regional markets. This swap model could enhance the mutual use of the two countries' infrastructures.

The economic details and the volume of gas and electricity to be exchanged are still unspecified, but the movement of the two countries towards defining more organized energy cooperation is noteworthy. Joint hydroelectric projects such as Khoda Afarin and Qiz Qalasi are also being pursued and could create new capacity for electricity production.

Additionally, cooperation in renewable energies has also been added to this framework. If Iranian investors enter Azerbaijan's solar projects, energy cooperation could extend beyond hydroelectric and gas.

Azerbaijan; The Bridge Connecting Iran to Regional Energy Markets

The importance of cooperation with Azerbaijan is not limited to Iran's winter needs. The country's position could make it a key link connecting Iran's electricity network to Russia. If the synchronization of Iran's and Russia's electricity networks is advanced through Azerbaijan, the geographical value of this country for Iran will increase.

Ultimately, importing electricity from Azerbaijan alone will not solve Iran's electricity imbalance, but it can create more options for energy management. Through the current negotiations, Iran is defining a comprehensive strategy to improve its energy situation.
