HD Hyundai, one of the largest shipbuilders in the world, is planning to develop a new shipyard in the United States in collaboration with the American engineering and construction company Kiewit. This project is presented as part of South Korea's efforts to restore the shipbuilding capacity of the U.S. under the Make American Shipbuilding Great Again (MASGA) initiative with a $150 billion investment.
Development of a New Shipyard
The new plan by HD Hyundai and Kiewit will not only lead to the establishment of a new shipyard but also reflects different approaches among South Korean shipbuilding giants. While Hanwha is investing in the expansion of an existing shipyard, HD Hyundai aims to create a completely new manufacturing unit using modern technologies.

This new agreement elevates collaboration to a higher level and envisions the establishment of a targeted shipyard in an industrial location with access to the deep waters of the Gulf of Mexico, rather than merely providing technology or assisting in the modernization of existing facilities. The exact location of this shipyard has not yet been determined, but Kiewit currently has a large marine construction complex in Ingleside, Texas, near Corpus Christi.
Strengthening Collaborations and New Capacities
In July, HD Hyundai and Kiewit signed a preliminary agreement regarding collaboration on U.S. shipbuilding projects. This partnership allows HD Hyundai to combine its ship design and manufacturing system expertise with Kiewit's existing industrial capabilities.
This project could be particularly significant in the United States, which faces challenges such as labor shortages, aging infrastructure, and manufacturing inefficiencies. The agreement will initially focus on auxiliary vessels for the U.S. Navy and commercial ships.
Currently, HD Hyundai is looking to establish a network of collaborations in the U.S. and has previously signed agreements with Fraser Industries for the modernization of shipyards. Given that Asian shipyards continue to expand, this project could benefit the U.S. shipbuilding industry.
