On September 29, 2023, Hapag-Lloyd asked Israeli officials to consider its $4.2 billion offer to acquire ZIM (ZIM Integrated Shipping Services). This request came after the Israeli Ministry of Finance announced its disapproval of the deal. Hapag-Lloyd claims that the Ministry of Finance's position does not reflect the improvements made in the proposal, including the establishment of direct shipping routes to Asia and stronger government support.

Details of Hapag-Lloyd's New Proposal

The new proposal includes launching a direct route to the Far East and intra-company shipping operations for ZIM Israel. Additionally, investments in the Israeli navy are planned, and additional guarantees for Israel's transportation needs will be provided. Hapag-Lloyd has emphasized that the complete details of this new framework will be finalized within 45 days, and the company still believes it can complete the deal by the end of this year.

Concerns and Existing Challenges

The Israeli Ministry of Finance stated in a statement that "economic, operational, and security risks significantly outweigh the benefits." The ministry also referenced Hapag-Lloyd's ownership structure and expressed concerns about Qatar's 12.3% and Saudi Arabia's 10.2% stakes in the German company. This could pose strategic risks and foreign political pressures during a crisis.

In a related agreement, an Israeli private equity fund named FIMI plans to acquire 16 ships that have separated from ZIM under a new company called ZIM Israel. This move will help establish direct global maritime connections for Israel.

Hapag-Lloyd and FIMI presented key points from the revised proposal on September 24. This includes a direct shipping route to the Far East and intra-company shipping operations for ZIM Israel. The proposal also includes strengthening government support for Israel's "golden share," which gives the country special ownership rights in ZIM. These enhanced measures will help increase Israel's power and control over ownership changes and prevent any foreign intervention.
