Iran's oil revenues have reached an estimate of between $22 to $23 billion in recent months. This figure, alongside the sale of previous shipments, presents a different picture of the country's foreign exchange revenues. Despite a sharp decline in oil exports, revenues from previous shipments continue to help maintain the flow of income.
Decline in Oil Exports and Its Impact on Revenues
Following the intensification of the maritime blockade in July 2023, Iran's oil exports sharply declined. Estimates from tanker tracking institutions indicate that the loading of Iran's crude oil and condensates reached about 220,000 to 255,000 barrels per day in August and parts of September. This is while this figure was close to two million barrels per day in March and April 2023.

However, some of Iran's oil was exported before the intensification of restrictions and remains on tankers or floating storage. The sale of these shipments and the collection of previous receivables can maintain the flow of the country's foreign exchange revenues for a while. The actual revenue depends on the sale, delivery of shipments, and the timing of contract settlements.
Challenges in Revenue Generation and Resource Management
Recently, the Governor of the Central Bank announced that nearly $25 billion in revenue has been collected in the first six months of 2023. However, to accurately assess these figures, it must be determined what share of the revenues is related to the sale of crude oil, gas condensates, or other exports, and how much of the resources have been made available to the Central Bank. Therefore, the total amount of collected revenues cannot be considered equivalent to the government's direct oil revenues without resource differentiation.
Reports emphasize that the income from previous oil shipments provides a temporary opportunity to manage economic conditions. If export restrictions continue, this source will also gradually diminish. Therefore, maintaining previous revenues and reviving export routes should be pursued simultaneously.
Developing alternative export routes, reducing transaction costs, pursuing legal and diplomatic solutions, and diversifying methods of receiving payments are among the actions emphasized in this report. Allocating foreign exchange resources for importing essential goods, medicines, and production inputs, controlling the budget deficit, and avoiding converting temporary revenues into permanent expenses are other necessities raised to reduce economic pressure.
Overall, the sharp decline in Iran's oil exports is an important reality. However, to judge the status of the country's foreign exchange revenues, it is essential to distinguish between daily exports, the sale of previous shipments, and collected funds.
