The Integrated Planning Manager of the National Iranian Gas Company announced at a specialized meeting on natural gas consumption management: The reform of the gas tariff system in the second half of 2025 has led to a 5.8% decrease in gas consumption in the residential sector.

New Tariff Structure and Its Impact

Saeed Pakseresht mentioned the tiered gas tariff model at this meeting, stating: The new tariff structure is designed in such a way that consumers who exceed the established pattern will pay more, and at higher consumption levels, the rates become closer to export price levels. He emphasized that these changes signify the establishment of a new pricing system that moves towards greater equity in consumption.

Assessing the Effectiveness of Tariffs

Pakseresht added: To assess the effectiveness of the tariffs, one cannot solely rely on changes in consumption; as the temperature also directly affects gas consumption levels. Therefore, using consumption data from the past four years and considering the temperature index, a model was designed to relate ambient temperature to consumption levels.

The results of this study showed that in the cold months of last year, actual consumption in some cities was lower than the predicted levels based on temperature. Estimates indicate that the tariff system has overall managed to reduce residential gas consumption by 5.8% in the second half of 2025.

Purpose of the Tariff Changes

The Integrated Planning Manager of the National Iranian Gas Company continued: The goal of this system is not merely to increase consumption costs but to create an incentive for modifying consumption patterns and guiding subscribers towards conventional consumption. The experience of implementing this system last year shows that pricing policies can influence subscriber behavior alongside other consumption management tools.

Pakseresht concluded by emphasizing the necessity of utilizing the results of these studies in future policymaking, stating: A thorough examination of consumption data and the differentiation of the effects of various factors can serve as a basis for more effective decision-making in managing gas consumption in the upcoming winters.
