South Korea and the United States, in their recent meeting at the United Nations General Assembly in New York, announced significant progress in implementing the $350 billion investment agreement between the two countries. This agreement, aimed at facilitating investment and preventing heavy trade tariffs, has led to the selection of the first major project.
Gas Power Plant Project in Texas
Representatives from South Korea announced that the first selected project will be the construction of a gas power plant in the state of Texas worth $22.3 billion. This power plant is located in the city of Encinal and aims to construct and operate a power generation facility using natural gas. The first phase of this project is expected to be operational by 2029.

This progress comes after repeated criticisms from Donald Trump, the President of the United States, regarding the slow pace of project selection in South Korea. Trump has repeatedly emphasized the need to expedite the implementation of agreements and warned that lack of progress could lead to new tariffs.
Strategic and Commercial Goals
As part of this agreement, South Korea has allocated $150 billion of the total $350 billion to shipbuilding projects. In this context, the country has established a shipbuilding cooperation center in Washington to help revitalize the U.S. shipbuilding industry and counter China's maritime dominance.
Some South Korean representatives have also mentioned two other projects that are still under review. One of these projects involves the construction of up to eight nuclear reactors, and the other is the Alaska liquefied natural gas pipeline. These projects require approval from South Korean lawmakers and must be commercially viable. The nuclear reactor project is on track for finalization due to better commercial viability, although the timeline for its official announcement is still unclear.
Overall, South Korea is seeking to create strategic assets to strengthen its position against future protectionist policies of the United States by providing its technology and expertise, as well as investing more than 10% of its annual GDP.
