Monitoring unauthorized use of drones at Singapore Port can lead to heavy fines and imprisonment for sailors. Strict regulations are in place for flying drones near Changi Airport, requiring sailors to comply with these regulations.

Strict Regulations for Drone Use

The Civil Aviation Authority of Singapore (CAAS) has established precise rules for the use of unmanned aerial vehicles (UAVs) on land and at sea. Flying these drones over gatherings, near roads, and close to emergency services is prohibited. Additionally, flights exceeding 200 feet in altitude are banned, and drone operations within five kilometers of the airport require permission and a permit. The maximum fine for violations of these regulations can reach up to $39,000 or a maximum of two years imprisonment.

Sailors' Experiences

Within the five-kilometer zone around Changi Airport, several anchorage areas are located at the eastern end of Singapore's coast. Several sailors have inadvertently violated the rules in this area. Last summer, two sailors were fined for using recreational drones in prohibited areas. One of these sailors was fined approximately $4,000 in June while flying a drone at an altitude of 140 feet and three kilometers from the airport in the eastern Petrel anchorage. The other sailor was fined about $2,300 in July while flying at an altitude of 240 feet and less than two kilometers from the airport in the eastern Petrel anchorage.

On the beaches, tourists and members of the public also face annual violations related to drone use, with the number of such cases reaching around 300 reports per year. Few of these cases go to trial, but for those that do, the judicial process can take weeks, and actual fines can exceed $10,000.

Despite the strict regulations, the Maritime and Port Authority of Singapore (MPA) strongly supports drone technology for commercial purposes. This organization has established safe anchorage areas for drone research and development, which are used by some of the largest maritime service names to test new technologies in real-world conditions.
