Hung Cao has been appointed as the Acting Secretary of the Navy. He took on this role on April 22, while American forces were conducting military operations against Iran. As an experienced leader, Cao is working to maintain and enhance the Navy's capabilities in wartime conditions.
Cao's Priorities in the Navy
In his first months in office, Cao informed the U.S. Senate Armed Services Committee that his priorities include maintaining personnel, advancing shipbuilding, and homeland defense. He emphasized that the Navy must enhance its ability to counter threats and advocated for a budget that meets 95 percent of the Navy's identified needs.

Development and Strengthening of Production Capacity
In August, Cao reached a $22.9 billion agreement with Raytheon to expedite the delivery of Tomahawk missiles. This agreement is designed to reduce supply times and increase the production capacity of the defense industry. Additionally, in September, the Navy selected Conrad Shipyard, Master Boat Builders, and Sarnic Technologies to build LCU 1700 landing craft, aimed at increasing shipbuilding capacity.
The combination of these decisions reflects an operational theory of civilian leadership: starting with the forces currently in the battlefield, identifying their needs, and directing institutions to meet those needs. Given the current circumstances, Cao is seeking to balance immediate needs with the long-term capabilities of the Navy.
