The Cardiff Economic Development Area (CCR) is beginning an exploratory phase to assess the feasibility of constructing a tidal lagoon in the southeastern region of Wales. This lagoon is located at the Severn Estuary and is known for having one of the highest tidal ranges in the world, with heights reaching up to 14.5 meters.

Energy Production Potential

Initial analyses indicate that this lagoon could produce approximately 600 megawatts of electricity and generate around 1.3 terawatt-hours of renewable electricity per year, which would be sufficient to power nearly half a million homes. It is expected that this project will also create about £3.5 billion in economic value for the UK and support thousands of jobs.

Funding and Project Stages

To support the first phase of the project, CCR has decided to allocate up to £6.4 million from City Deal resources over the next three years. This investment includes a comprehensive exploratory study that will examine environmental aspects, engineering design, modeling, and commercial assessments.

The next phase will involve developing the necessary evidence to determine whether the tidal lagoon in Aberthaw waters is technically, environmentally, commercially, and economically viable. This will include joint engineering and environmental design, hydrodynamic modeling, surveys and research, environmental assessments, stakeholder engagement, and the development of commercial documentation.

Long-term Impacts of the Project

This project could be a milestone in renewable energy production in the UK. The Severn Estuary, with one of the highest tidal ranges in the world, has the potential for predictable and domestic renewable energy production that will complement existing wind and solar energies.

Although this project is in its early stages, initial estimates suggest that the lagoon could produce 600 megawatts of renewable and sustainable electricity and operate for over 120 years. Additionally, this project could create significant economic value and support thousands of jobs, as well as provide substantial opportunities for businesses in the supply chain. Furthermore, there are additional benefits such as long-term protection against rising sea levels along the southern Welsh coast.

The Severn Estuary Commission was established in March 2024 to explore tidal energy in the Severn Estuary and identify the most effective and responsible methods for harnessing this potential. These efforts reflect Wales' ambition to become a global leader in marine energy.
