A new analysis in the field of trade corridors and the challenges related to the transportation of oil shipments has been presented. This study addresses the importance of collaboration among various stakeholders in a trade corridor and discusses how to manage data and information in this process.

The Concept of Corridor Governance and Data Coordination

The concept of corridor governance refers to the ability to coordinate cross-border trade without relinquishing control over how sensitive information is used. In this regard, it is suggested that stakeholders remain independent while agreeing on the information that needs to be exchanged. This approach is designed so that neither party can achieve the desired goal alone.

A trade corridor consists of two ends and its route includes several independent stakeholders. In this route, cargo owners and transport partners operate using repetitive paths that depend on the participation of several independent actors. These interactions involve collecting data from various points, loading and unloading, and carrying out customs procedures.

Challenges in Information Exchange

One of the main challenges in this process is the lack of accurate and timely information. For example, terminals that generate many key events are often outside the contracts of cargo owners, and their connection to the cargo is made through the carrier. Additionally, carriers have significant control over the flow of data and decide what information is shared with whom and when.

This situation leads cargo owners and recipients to often rely on informal estimates and lack actual information. Therefore, when a shipment loses its next connection, this event may be known to the mid-point operator and the transport provider, but it may reach the recipient days later.

Establishing a national digital twin that represents a trade corridor does not, by itself, create the right to access the data of other parties. Geographic coverage, access to information, and operational authority are three distinct aspects that must be managed separately.

This analysis emphasizes the importance of agreeing on the information that should be shared. Stakeholders must agree on what information is to be shared for what purpose and under what authority, while retaining control over other uses.

Conclusions and Recommendations for Collaboration

To create an efficient trade corridor, it is necessary for the parties to clearly define their responsibilities and specify what events should be reported. Additionally, an agreement should be established for managing sensitive business information and reviewing competitive regulations before implementation.

Finally, a protocol for assessing efficiency and transparency in decision-making should be designed. This approach can help create incentives for coordination and collaboration among stakeholders and lead to improved performance of trade corridors.
